Temuulen Bayaraa holds a master’s degree in public policy from the Lee Kuan Yew School of Public Policy (National University of Singapore) and a bachelor’s degree in international economic relations from the National University of Mongolia. She has 10 years of professional experience in public and private sectors with roles spanning across project management, government relations, as well as consulting for international organisations including the World Bank.

She investigates Singapore’s skills gap (onshoring and offshoring of skills), as well as tracking societal narratives and sentiments on foreign talents (in Singapore) and retirement (at global and regional level) using big data text analytics techniques. In her consulting role, Temuulen has also led the development of an ROI tool for a multi-national company to measure the impact of their public affairs activities rolled out across the world.

As part of her research, she managed research and development activities centred around Lloyd’s Register Foundation World Risk Poll, the world’s largest study on risk perceptions, covering 150,000 people from more than 140 countries. Specifically, she studied the role of culture in shaping people's risk perceptions and presented the findings during the UR2020 event organised by the World Bank in 2020. 

Currently, Temuulen is leading one of the Data Innovation Group's flagship projects  "Data Innovation Lab", to support the regional governments in enhancing their data analytics capabilities.​
